    Ellis County Fire Inspector / Investigator

    Reports to: Ellis County Fire Marshal

    Hours: Various Shifts / Flexible / Possible Weekends & Holidays

    Salary: Commensurate with Experience, Salary Range $45,000.00 - $51,500.00

    Summary:          

    Under direction of the Ellis County Fire Marshal, the Fire Inspector / Investigator performs advanced level protective service work in fire prevention, fire safety inspection, code enforcement and fire investigations, including environmental crimes when needed.   This position is responsible for highly complex, more sensitive matters and serves as an expert in area(s) of specialty. Conducts fire and life safety inspections as well as plan reviews to ensure building and facilities are in compliance with fire codes.  Work involves investigating fires for origin and cause to determine if fire was accidental or incendiary. Pursue filing criminal charges of individuals who have committed arson. Assist with Emergency Management as assigned. Works under general supervision with moderate latitude with use of initiative and independent judgment.  Person must be available to work on call responses nights and weekends when needed.

    Responsibilities:              

    ·         Assists in planning, organizing, and coordinating the operations of the Fire Marshal’s Office to ensure implementation of the department’s vision and mission;

    ·         Prepare reports, conducts plan reviews and inspection reports’ reviews applications for permits and licenses;

    ·         Assists inspectors and code enforcement officers in code related matters; provides technical assistance concerning code interpretation of codes;

    ·         Conducts complex fire safety inspections of schools, public and private health care facilities, businesses and occupancies for compliance with fire safety codes; prepares written reports citing violations of code, nature of violations and explaining actions to be taken to correct violations; conducts follow-up inspections to determine if corrective actions have been taken;

    ·         Establishes and maintains effective working relationships with County Departments, local, state and federal agencies and other groups in relation to fire regulations, investigations and code enforcement;

    ·         Maintains a variety of files and records and prepare detailed narrative and statistical reports;

    ·         Conducts fire prevention presentations and informational speeches before public groups;

    ·         Responds to public inquiries concerning code requirements and answer citizen complaints;

    ·         Investigates fires as directed by the Fire Marshal to determine origin and cause in order to determine if the fire was accidental or incendiary.

    ·         Pursue filing criminal charges of individuals who have committed arson.

    ·         Performs related duties as assigned.

    Required Knowledge:

    ·         Knowledge of related Federal, State, Local, and County regulations, policies, and procedures.

    ·         Knowledge of fire prevention and inspection methods and techniques;

    ·         Knowledge of 2009 International Fire Code & Life Safety Code;

    ·         Knowledge of fire science;

    ·         Knowledge of emergency planning and preparedness;

    Required Skills:

    ·         Skill in interpreting and applying related laws, ordinances, rules, regulations, policies and procedures;

    ·         Skill in interacting with people at all levels of organization;

    ·         Skill in conducting fire and life safety inspections;

    ·         Skill in conducting research and analysis, and in preparing and presenting technical data, information, and reports;

    ·         Skill in problem solving and decision making;

    ·         Skill to communicate clearly and concisely, both orally and in writing, with citizens.

    ·         Skill in preparing arson cases to be presented to the District Attorney’s Office for prosecution.  

    Education and/or Experience

    ·         Two (2) years of fire code Inspection experience, including plans review, preferred.

    ·         Two (2) years of fire and arson investigations experience, preferred.

    ·         Associate Degree in Fire Science or Criminal Justice is preferred.

    ·         High school graduate or equivalent, required.

    Other Qualifications, Certificates, Licenses, Registrations

    ·         Certified by the Texas Commission on Fire Protection (“TCFP”), as a basic Fire Inspector.

    ·         Certified by the Texas Commission on Fire Protection (“TCFP”), as a basic Fire Investigator, preferred.

    ·         Certified by the Texas Commission on Fire Protection (“TCFP”), as a basic Arson Investigator, preferred.

    ·         Certified by the Texas Commission on Law Enforcement (“TCOLE”) as a Basic Peace Officers License, preferred.

    ·         Basic Fire Instructors Certification is preferred.

    ·         Bilingual candidate preferred.

    ·         Valid Class C Texas Driver License preferred Class B (firefighter exempt).

    ·         Previously trained in NIMS (IS-100, 200, 700, and 800) is preferred.  Will have one year to obtain from start date of employment.

    ·         Candidate must be able to pass a Background Investigation.

    ·         Candidate must have an Honorable Discharge from prior Police Agency.

    Guidelines:

    The Fire Inspector / Investigator uses judgment in interpreting and adapting guidelines such as Ellis County and Fire Marshal’s policies, local, state and federal regulations, established precedents, and work directions. This employee uses guidelines for application to specific cases and problems. The Fire Inspector / Investigator must interpret intent and develop applications to certain areas. This position must establish and maintain effective working relationships with departmental clientele, outside agencies, other county staff and officials, and the general public. This position must have a strong work ethic. The Fire Inspector / Investigator must follow directions, meet deadlines, have good attendance, be punctual, keep promises, be reliable, and have proper attitude. Employee must be available to communicate with others while conducting their job.

    This position must be able to handle stressful situations. Interacts with some argumentative or emotional contacts with the general public.

    POSITION TITLE:  Maintenance / Janitorial Worker (Part-time – 20 hours per week)

                                        Salary Range: $10.00 / hour

     

    This part-time position reports directly to the Maintenance Director.

    Essential Duties and Responsibilities

     

    • Provide general janitorial services to multiple office locations within the county

    • Maintain all assigned areas in a clean, neat, and sanitary manner.

    • Demonstrate efficient and safe use of housekeeping equipment and solutions as observed by supervisor

    • May disinfect and sterilize equipment and supplies using germicides and sterilizing equipment.

    • Thoroughly mops and vacuums floors in accordance with established guidelines

    • Keeps cart properly stocked with equipment and cleaning supplies; ensures all chemicals are labeled properly and all equipment is in good working condition.

    • Cleans rooms, hallways, lobbies, restrooms, corridors, elevators, stairs, and other areas

    Summary Description:

    The First Assistant Auditor reports to and works independently under the general direction of the County Auditor.  This individual supervises the Audit Department employees and oversees the daily operations of the department, including the following functions: internal auditing of accounting, payroll auditing, purchasing, accounts payable, cash receipts and warrants, and cash.  This individual also completes monthly, quarterly and annual state and federal reports. 

     

    PRIMARY DUTIES AND RESPONSIBILITIES:  Essential duties and responsibilities may include, but are not limited to the following:

    1.       Assumes the role of the County Auditor in the County Auditors absence

    2.       Manages the Audit department employees

    3.       Manages the online banking verification and approvals

    4.       Oversees and performs cash audits of the county departments

    5.       Performs case file audits of county departments

    6.       Identifies and detects fraud within the departments

    7.       Performs fixed asset audit of county departments

    8.       Assists the County Auditor with special projects, including budget and audit

    9.       Reviews general ledger weekly for correct coding to budget

    10.   Reviews budget for compliance and recommends budget amendments as needed

    11.   Post budget amendments after approval has been obtained.

    12.   Prepares monthly, quarterly and annual financial statements, state reimbursement reports, state grant reports, and federal grant reports

    13.   Balances the tax office accounts and reviews for compliance

    14.   Assist with preparing continuing disclosure reports and maintain compliance with debt covenants

    15.   Represents Ellis County in a professional, appropriate manner at all times

    16.   Protects classified, confidential and sensitive information

    17.   Supports the relationship between the County and the public through courteous and cooperative interactions

    18.   Identifies, records and reports problems that interfere with completion of job duties and initiates, recommends or provides solutions as appropriate

    19.   Exemplifies a cooperative attitude to work effectively with others

    20.   Performs other duties as assigned

     

     

    Educational and Certification Requirements:

    • Bachelor’s degree in Accounting, Finance, or related field.
    • Three years’ experience in County Audit department preferred
    • Five years’ supervisory experience
    • Any combination of education, experience and licensing that lends credence to the ability to perform the job function may be considered acceptable  
    • Valid Class C Driver’s License with good driving record

     

    Work Experiences and Knowledge:

    • Excellent knowledge of accounting principles and practices, including cash handling and record-keeping, methods and audit techniques
    • Excellent writing skills required to write reports, correspondence, and summaries with proper format, punctuation, spelling and grammar
    • Computer proficiency with advanced knowledge of MS Office applications, payroll and accounting systems
    • Demonstrated ability to work independently
    • Excellent organizational skills with demonstrated ability to plan, organize and execute multiple tasks by assessing and prioritizing work projects
    • Demonstrated ability to effectively supervise
    • Ability to respond appropriately to requests and inquiries
    • Ability to make sound decisions and effectively handle stressful situations in a professional manner
